on my lion at work it's also ok (it does not really behave in a nice way: it flickers too much; but it does work correctly).

let's wait for more details from silvia.

No flicker here on multiple Lion machines, or on Snow Leopard. No issues!

My mac has OS X version 10.5.8 (leopard) it is not a matter of flicker but of sensible area for the resize handles. Instead using Scribus in Fedora (by Virtual Box in the same mac) the problem is the mouse pointer flicking, only in tha page area. (Scribus version 1.4).
Maybe it's just a too old OS!

silvia has discovered that with one of her documents it does not happen (and it does not happen either with copies of that document).

but it happens with all the other documents she creates...

it seems to be related to a setting... but i could not find any setting that could influence that behavior...

when i load this file on linux or mac i have the same problem silvia has...

the question is: what does have this file that is different?

i'm attaching a new file created on my computer, with similar three pages and the frame copy pasted into the new file.
the handles work correctly there.

i did a diff but could not see what the relevant difference is.

The issue is caused by the "Grab radius" being set to a too small value. It can be changed in Preferences or Doc Setup in Guides > Snapping > Grab Radius.

while have the feeling that in that document it's harder to catch the handles than in a new document with grab radius = 1, i must admit that setting the grab radius to 4 solves the issue!

thanks jean for spotting it!

all in all i thin that we should put the grab radius in a saner place... but i don't see any of the existing sections as a better fit...
