The black rectange in the masterpage is behind the objects on page 1 but on top of the objects on page 3 even though the (moved) background on page 1 is on level 1, but the text on page 3 is on level 11.

Use case: I could need crop marks that stay above other objects (as bleed workaround).

I don't see what you mean. The rectangle is on a master page, the text is not. If you change the colour of the rectangle, for instance to Azure, you'll see that the text is atop of the shape, not below.

christoph_s,you are right the rectangle is behind the text. Sorry for causing confusion.

But the black rectangle is at level 8 in the master page. Shouldn't it be in front of the objects that are in level 0?

Level on master pages and normal pages should not be confused, as master pages and normal pages are using *two* different stack and i doubt that will change soon. However i plan to changes the way pages are drawn in 1.3.6 or 1.3.7 (see 0005820). Currently objects are drawn using following order : all master page objects layer by layer, then all standard objects layer by layer. Once the modification is done, the order will be : for all layers draw master page objects then standard objects. In fact the most tricky thing is not to change the drawing order, but to modify the way old documents are loaded so that their visual aspect is preserved with the new drawing scheme.

I think this bug is already resolved.
In 1.3.8svn layer handling is already as jghail described in his post.

After a bit of investigation, I've found that this changes was committed to trunk in r13873 (http://scribus.info/websvn/revision.php?repname=Scribus&rev=13873).

It's not present in either 1.3.8 or 1.3.9 (and probably won't be in 1.4.0 either, AFAIU). It should appear in the 1.5.0 release, which will be based off trunk AFAIU.
