Summary0009247: Incorrect layer handling on page import

"Yes, I ran into this issue some time ago. I did some testing on my win box (Scribus Version 1.3.8svn; 18 June 2010; Build ID: C-*-T-*-C1.8.6-Windows) using the Page -> Import feature, this is what I found:

The imported objects always end up on the same, or matching, NUMMER layer attribute (say, NUMMER="1") of the currently open document: this is independent of the imported layer NAME.

If the imported NUMMER layer attribute does not exist on the open document .AND. the imported layer name does not either, then, a new layer name (<LAYERS > tag) is created and everything works fine.

If the imported NUMMER layer attribute does not exist on the open document .AND. the imported layer name does exist, then, nothing shows on screen, but selecting the invisible object on the Outline palette makes Scribus crash.

If the imported NUMMER layer attribute exists and is associated with a different layer NAME on the open document, then, imported objects go to the same NUMMER layer attribute (now with other name on the screen) and a new empty layer is created if the imported layer name is nonexistent.
