Window maximization is handled by Qt framework. I don't think we can do anything about this on our side.

The problem is the fixed height of properties sidebar which makes it impossible to decrease the whole window height, because if I choose "small widgets on palettes" in settings then click maximize then double click on titlebar the whole interface appears correctly.

I filed a bug to KDE plasma team, but they said the problem is coming from Scribus that sets some resize metrics bigger than laptop screen when the window is maximized. I have a laptop with common 15.6" screen.

There is no Scribus code involved in window maximization, this is something performed by Qt.

Is there any minimum size (especially height) forced on scribus window ? because for 15.6" the scribus window is longer than screen height.

No, there is no enforced minimum size. However the minimum window size will dependent on the active Qt style as Qt style has an impact on widget sizes and dialog layout.

Just made a test on an old 10" Windows netbook. No problem with window maximization here.

If I change the properties and text properties sidebars to be floatable then Scribus can be maximized without problems, so the problem is that one of those sidebars have some sort of forced minimum height that cause Scribus to become bigger than screen when maximized
