Summary0003610: lock icon in properties misleading for mismatched objects
DescriptionIf multiple objects are selected and some are locked but not others, then the state of the lock icon in properties seems to be set (arbitrarily) according to the first selected item, which does not reflect the correct state of all selected objects. Toggling it toggles the state of all the objects (though this is hard to tell since the frames are not displayed correctly as locked/unlocked anymore, which I presume will be fixed with general selection or display fixes), and the icon is toggled, but it is still not right for all the objects.

For representational correctness, there should probably either be another icon or "partially pressed" state denoting that not all objects have the same state, or the behavior should be changed so that clicking the icon sets all the objects to have the same state (or changes disabled altogether), whichever matches the intended behavior.

confirmed with scribus 1.3.3.1

-- create 2 text frames, lock the 1st one
-- select both text frames
-- click on "lock" icon > instead of locking both frames, the first will be unlocked, and the second locked.

The solution to this issue could either be the one proposed by mkoren, or displaying in such cases both "lock" and "unlock" icons

This shows up on the canvas as well. The context menu for multiple locked/unlocked items shows a check by "is locked" arbitrarily according to the status of the first selected item. A Ctrl-L toggles all of them, though there's no visual way to tell.

I'm not sure the best behavior here, but I think having some way to lock or unlock all objects in a selection consistently would be a good thing.
