Summary0016965: page fill doesn't work as it should – and is dangerous for newbies.
Descriptionafaik 'document setup' → 'display' → 'colors' → 'page fill' is meant to simulate a colored paper. but it looks as the paper color would be printed and every page object would keep its area free of the paper color.
if page fill should work as a paper color simulator, it should force objects to overprint it. there's no way a printer could knock out the paper color.

the bug is still present in scribus 1.6.4 and 1.7.0. could the function be removed as long as it doesn't work? (or at least have a highly visible warning?)

There is no bug here, it's a colour simulation only. Nothing more

imho it should be the simulation of the color of the print medium (i. e. the paper).
if this is the real purpose of the function, it is a bug, as text, graphics and images 'knock out' the paper color. (while in the real world there is no way around overprinting…)

I would say that the tooltip says that it's simulating the paper color...
it seems not to be meant as "just" a simulation.

So, if the color is not white (and if utnik is right that, then, the printer always needs to overprint), it should at least be an option next to the color picker.

Without knowing the details, it might not be too hard to implement:

- add a global setting "overprint_all", default to "false"
- set it to "true" when the color is different than white (and / or add it also as a separate setting)
- everywhere the code is checking for the current overprint setting, add a check for the global one

i'm not sure if it is that easy to implement. of course you can't 'knock out' the paper color in the real life. therefore you should not knock it out in the simulation. but the other elements may still knock out each other.
btw. scribus doesn't display overprinting colors in editing mode or in preview mode. the only way to see a correct simulation of overprinting is: 'file' -> 'print preview' when 'display cmyk' is checked and 'display ink coverage' is unchecked…
