1.3.4cvs has a new d&l dialog, including many new features, so maybe you should try if it helps to achieve your goal.

does anybody have a (real!) use case for this?

while this alignment option indeed still does not exists, scribus has a few ways to align and center things, and i'm not sure that adding one more will empower the user to create better designs.

actually, we can already center with items as a reference, which is what i think most users are looking for when asking for centering to a guide.
(and one can actually center align to a guide by using the align and distribute tool)

i'd like to to suggest that somebody commits to implementing this feature or we close the ticket and only accept tickets that contain a patch.

personally, i'd prefer to only have useful stops for alignments.
