I can reproduce this issue with Scribus 1.5.0 SVN (18905) - Qt 5.2.1.
I've tested with other Languages and ended up that each time an entry (only one) "Normal" (in the same language with which you have started Scribus) is saved between the entries under Arrange Pages > Available Master Pages.
Saving and reopening the document restores the Available Master Pages as expected.
