If Scribus is started with Windows or Fusion theme, I do not observe any issue here.

This issue can be reproduced after setting gtk2 theme and switching back to Fusion theme. Unfortunately there is not much we can do here. It seems that gkt2 style plugins does not clean its stuff properly when getting destroyed and replaced by Fusion style. Restarting scribus allows to clean up gtk2 style mess.

Fyi gtk2 platform theme is a legacy Qt theme which is not maintained anymore. Last commit in qtstyleplugins repo now dates from more than 5 years:
https://code.qt.io/cgit/qt/qtstyleplugins.git/

Last time I checked I could not compile gtk2 style plugin with Qt 5.15 code.

Here, it happens even when scribus doesnt start with gtk2 (but some days ago it has been gtk2).

Screenshot displays the issue "Position hint when moving frame" but the issue also happens on all tool buttons help hints.

Choosing "Window" or "Fusion" mode + Closing scribus + restarting is of no help.
It's related to "Appearances" setting of Ubuntu.
- When on "light" theme, hints are OK.
- When on "dark" theme, hints are white on ivory. Did you try so ?

Scribus does not set colours for tooltips.
